Short answer
At the safe in the Sheriff's Office, turn right to 15 → left to 7 → right to 3 → left to 10. Take the Evidence Lockup Key, then use it to reach the crowbar in evidence storage.

Match the paintings to the notes
The painting numbers supply the values; the notes supply their order and the turning directions. Match bones with 15, spirit with 7, body with 3, and evil with 10. Check both kinds of clue rather than treating the numbers as a keypad code.
Enter the four dial stops
- Turn right to 15.
- Reverse direction and turn left to 7.
- Turn right to 3.
- Turn left to 10, then collect the key when the safe opens.

Use the key, then collect the tool
The safe reward is a key, not the crowbar itself. Open the Evidence Lockup and take the crowbar there. Gamer Social Club also reports a loose dog outside afterward, so be prepared before leaving.

Should I enter 1715 here?
No. 1715 is the reported exterior door code. This safe uses four dial stops with alternating directions.
The safe stays shut. What should I compare?
Check the starting direction and every target number against your notes. A correct number sequence with a different turning order is not the documented solution. If your clues differ, use your own save's clues; the sources do not establish every patch or save.
I opened the safe but have no crowbar.
Check for the Evidence Lockup Key and continue to evidence storage. The safe and the crowbar pickup are separate interactions.
